Amends Ethics Commission Rules 3.11 and 3.16 to require legislators with income from politics, public relations, communications, consulting, or government-related work to disclose total income amount, hours worked, and general nature of work performed

Exempts from disclosure information required by law to be confidential (with citation of specific legal provision) or information protected by attorney-client confidentiality (with notation)

Sets income disclosure threshold at $5,000 or more for legislators with government/politics-related outside income under Rule 3.11, and maintains the same threshold under Rule 3.16

Effective date of January 1, 2017, with conditional provisions tied to whether Ethics Commission rules are approved or disapproved under Article XXIX, Section 3 of the Oklahoma Constitution
