Amends the Tobacco Settlement Endowment Trust Fund Act to authorize trust fund earnings to pay for medical insurance benefits for public school teachers who attest in writing they do not use any tobacco products (cigarettes, chewing tobacco, or cigars)

Funding would be provided to school districts where qualifying teachers are employed, and districts may redirect unused funds for functions required by state and federal law

Removes the phrase "of Directors" throughout the statute when referring to the Board, simplifying language references

Conditional effective date contingent upon voter approval of a Constitutional Amendment proposed in Senate Joint Resolution No. 56 of the 2nd Session of the 55th Oklahoma Legislature
