Extends the deadline for submitting referendum petition signatures from 30 days to 60 days after passage of a municipal ordinance or resolution

Changes the penalty for falsely swearing qualification for municipal office from a felony to a fine of not more than $1,000

Removes imprisonment (up to 30 days in county jail) as a penalty for illegal voting at town meetings, leaving only a fine of up to $1,000

Allows town meeting pollbooks to be digitized or electronically copied and stored after 6 months, replacing the previous option to destroy them
