All events, exhibits, and art exhibits in public areas of the State Capitol or plazas require prior written approval from the Office of Management and Enterprise Services (OMES)

Applications must be submitted at least 10 working days but no more than 6 months before the proposed event, along with applicable fees, during business hours of 8:00 a.m. to 5:00 p.m., Monday through Friday

OMES must deny reservations for events indicating violent, threatening, abusive, or obscene conduct, or activities that jeopardize safety

Reservations are issued on a first-come, first-served basis, and event participants cannot block passage through Capitol hallways, sidewalks, aisles, or passageways

Declared an emergency measure, taking effect immediately upon passage and approval
