Requires all Oklahoma public school district boards of education to establish competitive bidding plans by July 1, 2017 for purchases exceeding $5,000, substantially complying with the Oklahoma Central Purchasing Act

Mandates that purchasing plans include utilization of the State Use Program, Oklahoma Correctional Industries Program, and statewide contracts when available and appropriate

Requires school districts to provide written explanations when awarding contracts to bidders other than the lowest responsible bidder, with explanations approved by the School Board following public notice under the Open Meetings Act

Exempts employment contracts with teachers, staff, and professional services from the competitive bidding requirements

Authorizes the Office of Management and Enterprise Services Central Purchasing Division to assist school districts in developing their central purchasing systems
