Amends 69 O.S. 2011, Section 1205 to shift responsibility for funding utility facility removal or relocation costs from municipalities to utility owners for Interstate Highway construction projects within municipalities of 5,000+ population

Utility owners must furnish funds to the state to match the federal funds portion used for removing or relocating utility facilities during such highway construction

Applies specifically to utility facilities located in privately owned or public rights-of-way affected by Interstate Highway System construction

Effective date of July 1, 2016, with an emergency clause allowing immediate effect upon passage and approval
