Amends Oklahoma specialty license plate law (47 O.S. 2011, Section 1135.5) to clarify existing language and procedures for design, issuance, and renewal of special license plates

Establishes comprehensive list of 58 types of authorized specialty license plates, including support for universities, environmental causes, emergency responders, military veterans, charitable organizations, and schools

Sets specialty license plate fee at $35.00, with $20.00 directed to designated cause/organization, $8.00 to Oklahoma Tax Commission Reimbursement Fund, and remaining amounts to other specified funds

Authorizes Oklahoma Tax Commission to develop system allowing motor license agents to accept specialty plate applications, verify eligibility, collect fees, and process applications

Effective date November 1, 2016
