Removes mandatory compliance requirements from the School District Empowerment Program, eliminating 13 specific provisions that participating districts previously had to follow including minimum teacher salary schedules, teacher evaluations, curriculum requirements, and collective bargaining protections

Requires the State Board of Education to promulgate rules determining when an empowered school district or school site will lose its empowered status based on student achievement and/or academic growth

Establishes a 60% supermajority vote requirement from local collective bargaining unit members when an empowerment plan alters terms of an existing collective bargaining agreement

Extends criminal history record check requirements to apply to employees at empowered schools in addition to regular public schools and charter schools

Approved request and exemption plans remain limited to 3 years with the State Board required to approve or disapprove requests within 90 days
