Consolidates three agencies—Oklahoma Department of Commerce, Oklahoma Tourism and Recreation Department, and Oklahoma Tourism and Recreation Commission—into a single new Department of Economic Development and Tourism

Executive Director of the former Department of Commerce assumes executive-level responsibilities for all consolidated agencies and functions as agency director with powers enumerated by existing statute

Transfers all funds, personnel, functions, powers, duties, and obligations from the consolidated agencies to the new department, with existing rules and regulations remaining in effect until modified

Requires personnel of consolidated agencies to deliver all books, papers, records, and property to the new department upon request of the Executive Director

Repeals 74 O.S. 2011, Section 5003.1 (short title of the Oklahoma Department of Commerce Act) and declares an emergency with effective date of July 1, 2015
