Removes the exemption that previously allowed civil forfeiture actions to be filed without paying court filing fees, requiring state agencies to pay standard filing fees when pursuing asset forfeitures

Eliminates the exclusion of civil forfeiture actions from the requirement that court costs be paid from the first funds collected in satisfaction of state judgments

Modifies the definition of "legitimate costs" in forfeiture proceedings by removing language that excluded court costs from expenses that could be paid from forfeiture proceeds
