Commissioner of Labor granted authority to establish by rule a schedule of administrative penalties and fines for violations of the Oklahoma Occupational Health and Safety Standards Act and the Oklahoma Asbestos Control Act, which may be imposed in addition to or in lieu of criminal penalties

Creates the "Department of Labor Administrative Penalty Revolving Fund" in the State Treasury to collect administrative fines, with all monies transferred to the General Revenue Fund at the end of each fiscal year

Modifies the Department of Labor Revolving Fund to allow the Department to budget and expend funds for operations and expenses related to statutory duties, removing the requirement for legislative direction

Asbestos abatement contractor licensing fees include: $500 annual license fee, $1,000 nonrefundable initial application fee, $25 annual worker certification fee, $600 per containment area, and $200 plus $5 per glovebag for non-containment projects

Removes exemption for state and local government entities from certification fees when acting as asbestos abatement contractors; effective date November 1, 2016
