Municipalities with populations over 1,500 may create tourism improvement districts limited to properties containing hotels or motels with 50 or more rooms, for the sole purpose of providing marketing services to increase occupancy and room rates

Districts may levy assessments for maintenance, cleaning, security, shuttle service, marketing, management, and other services that benefit properties within the district

Districts may fund capital improvements with useful life of 5+ years including parking facilities, benches, kiosks, signs, lighting, parks, fountains, sidewalks, and public restrooms

Adjacent property may be annexed into existing districts upon petition of owners representing more than 60% of the area to be annexed, filed at least 60 days before the annual assessment roll hearing

Districts expire after 30 years or upon final bond payment, and may be terminated earlier by governing body resolution or written petition from majority property owners if no bonds are outstanding
