Transfers administration of the Education Leadership Oklahoma program from the Oklahoma Commission for Teacher Preparation to the Commission for Educational Quality and Accountability

Expands program coverage to include National Board certification renewal fees, not just initial certification fees, with reimbursement up to $1,300 for teachers who successfully complete renewal

Maintains existing program structure: up to 100 applicants selected annually, Commission pays half of application/assessment fees (up to $1,300), plus $500 scholarship for certification-related expenses

Requires applicants receiving up-front payment to complete National Board certification within 3 years or repay the full amount to the Commission

Effective date of July 1, 2016, with emergency clause for immediate implementation upon passage
