Amends Oklahoma law to replace "insanity" terminology with two new verdict categories: "guilty with mental defect" (for defendants with antisocial personality disorder) and "not guilty by reason of mental illness" (for defendants without antisocial personality disorder)

Defendants found "guilty with mental defect" receive standard criminal sentences and serve time in county jail or Oklahoma Department of Corrections, rather than being committed to mental health facilities

Defendants found "guilty with mental defect" and placed on probation must undergo examination by the Department of Mental Health and Substance Abuse Services within 45 days, with treatment made a condition of probation and psychiatric reports filed every 6 months

Establishes a 7-member Forensic Review Board appointed by the Governor to determine eligibility for therapeutic visits, conditional release, or discharge for individuals found not guilty by reason of mental illness
