Amends the definition of "minor in need of treatment" under the Inpatient Mental Health and Substance Abuse Treatment of Minors Act to establish specific criteria including substantial risk of physical harm to self or others, violent behavior, serious threats, severe deterioration, or inability to provide for basic physical needs

Allows a minor's mental health or substance abuse history to be used as evidence in determining treatment need, but prohibits it from being the sole basis for such determination

Expands the definition of "licensed mental health professional" to include physician assistants licensed in good standing and licensed alcohol and drug counselors/mental health (LADC/MH)

Updates statutory references for various professional licensing acts governing physicians, counselors, therapists, behavioral practitioners, and nurses
