Establishes state policy encouraging solar energy development for residential, commercial, and industrial buildings, and directs state agencies and municipalities to repeal conflicting ordinances

Requires all electric utility providers to implement net metering and compensate solar panel owners for excess power produced, either through direct payment at the utility's avoided cost rate or month-to-month rollover credits

Authorizes the Corporation Commission and governing bodies of cooperative/municipal utilities to set a reasonable one-time administrative fee for solar power compensation programs

Prohibits homeowner associations from banning solar panel installations on rooftops or ground level, though associations may require ground-level equipment to be located behind homes or out of public view

Effective date: January 1, 2017
