Amends Oklahoma's burn ban law to modify how agricultural producers can conduct prescribed burns during county-declared burn bans

Removes the previous requirement for agricultural producers to obtain written approval from local fire departments before burning during a burn ban

Establishes new requirements for agricultural producers seeking exemption: compliance with Section 16-28.2, submission of written prescribed burn plan to local fire department and/or Forestry Division, maintaining the burn plan on site during the burn, and notifying the county sheriff prior to burning

Specifies that prescribed burn plans cannot include campfires, household trash, debris, or pile burning, and clarifies that the exemption does not supersede Governor's burn bans or change the burner's liability
