Requires the Governor to approve or disapprove permanent administrative rules within 45 calendar days of receipt, with failure to act constituting disapproval

Rules disapproved by the Governor can still become effective if subsequently approved by the Legislature through joint resolution

Any rule establishing or increasing fees, or any rule by agencies under Title 59 (professions and occupations), must receive affirmative approval by the Legislature via joint resolution rather than automatic approval through legislative inaction

Emergency rules expire on September 15 following sine die adjournment of the Legislature unless specifically extended; agencies cannot re-adopt expired emergency rules or similar rules without legislative authorization
