Amends 69 O.S. 2011, Section 687.3 regarding the Emergency and Transportation Revolving Fund, which provides funding to counties for emergency/transportation projects and loans for compressed natural gas vehicles

Clarifies that counties purchasing compressed natural gas vehicles with fund loans must document that an equal or greater number of gas- or diesel-powered vehicles have been sold or disposed of (adding diesel-powered vehicles to the existing requirement)

Removes the requirement that disposed vehicles must go "to a nongovernmental entity"

Loans for compressed natural gas vehicle purchases or fleet conversions remain interest-free with a maximum 5-year term

No more than 50% of the fund's balance at the beginning of each fiscal year may be used for compressed natural gas vehicle loans
