Creates the "Landowner Partnership Act" directing the Oklahoma Corporation Commission to study how monetary proceeds from wind energy facilities can be shared equitably with adjacent landowners affected by turbines

Adjacent landowners within a reasonable distance of wind turbines who experience potential nuisances and diminished property values—but currently receive no compensation—would be eligible for proceeds under the proposed system

Corporation Commission must develop a mapping system based on 640-acre tracts to determine appropriate compensation amounts and define "reasonable distance" from wind energy facilities

Commission authorized to hire additional staff, experts, or legal counsel to implement the study, with findings and legislative recommendations due by December 1, 2017

Any resulting laws would apply prospectively only and would not affect wind energy facilities already under construction or in operation
