Amends 19 O.S. 2011, Section 869.5 to prohibit lake area planning commissions from applying fees to the sale or transfer of real property

Lake area planning commissions may still establish fee schedules for review and inspection functions, but fees must be reasonable and related to actual costs of those services

Counties participating in lake area planning commissions retain authority to establish zoning regulations, building codes, construction codes, energy codes, and housing codes within commission jurisdiction

Effective date of July 1, 2016, with emergency clause for immediate effect upon passage and approval
