Creates the Oklahoma Education Empowerment Scholarship Savings Program administered by the State Treasurer, providing scholarship savings cards to parents of qualified students for educational expenses including private school tuition, online curriculum, tutoring, textbooks, and extracurricular activities

Eligible students must be Oklahoma residents who were enrolled in public school for the first 100 days of the prior year, are eligible for pre-K through grade 12, or have a parent on active military duty

Funding equals 80% of the state per-pupil funding that would have gone to the student's resident district, with the remaining 20% staying with the district; the State Treasurer may retain up to 3% for administrative costs

Unused scholarship funds roll over annually and transfer to an Oklahoma College Savings Plan account upon the student's high school graduation or reaching age 21

Parents must sign agreements to use funds only for qualified educational expenses, release the resident district from educational obligations, and not accept scholarships from the Lindsey Nicole Henry Disabilities Program simultaneously; violations can result in program removal and fund reimbursement requirements
