State Department of Education must publish annual lists by January 1 identifying dependent school districts, elementary school districts, and districts with average daily membership under 350 students (based on 3-year rolling average) that receive State Aid and have below-average service areas

Listed school districts may voluntarily petition to consolidate or annex by March 1; districts that fail to submit a voluntary petition will be forcibly consolidated by the State Board of Education

All consolidations or annexations must be completed by May 1 to take effect July 1 following the published list

When one or more districts in a county meet the criteria, the State Board must work to combine all districts in that county into a single district serving the entire county

Resulting consolidated districts are limited to one superintendent; public charter schools and districts that consolidated within the previous 3 years are exempt
