Creates an 11-member Task Force for the Study of the Oklahoma Sales Tax Code, with members appointed by the Governor, Lieutenant Governor, State Treasurer, legislative leaders, and the Oklahoma Tax Commission Chair

Task Force must review state and local sales tax rates compared to other states, examine the sales tax base (particularly taxation of services), analyze existing exemptions, and assess Oklahoma's participation in the Streamlined Sales and Use Tax Agreement

Organizational meeting required by September 30, 2016, with the Oklahoma Tax Commission appointee responsible for calling the initial meeting

Final written report with recommendations and a draft state question for the 2018 general election due to the Governor and legislative leaders by December 1, 2017

Task Force subject to Oklahoma Open Meeting Act and Open Records Act, with staff support from the Oklahoma Tax Commission and state legislature; effective date September 1, 2016
