Removes the July 1, 2014 sunset date for the Oklahoma Conservation Commission Infrastructure Revolving Fund, which receives gross production tax revenue for watershed dam rehabilitation, Conservation Cost Share Program, and Conservation Reserve Enhancement Program

Removes the July 1, 2016 sunset date for the Oklahoma Tourism and Recreation Department Capital Expenditure Revolving Fund, which funds one-time capital expenditures for department-owned assets

Removes the July 1, 2014 sunset date for the Community Water Infrastructure Development Revolving Fund administered by the Oklahoma Water Resources Board

Expands the Community Water Infrastructure Development Revolving Fund's authorized uses to include implementing Oklahoma Comprehensive Water Plan recommendations, while removing the previous requirement that 50% go to public water/wastewater system loans and 50% to Water Plan funding

Removes restrictions on using Community Water Infrastructure Development Revolving Fund monies for administrative expenses, salaries, or continuing obligations of the Water Resources Board
