Legislature gains authority to amend proposed and effective agency rules through joint resolution, in addition to existing powers to approve or disapprove rules

Joint resolutions to amend rules are exempt from regular legislative cutoff dates and deadlines

Proposed permanent rules may be amended in whole or in part through the omnibus joint resolution considered each session

Rights, privileges, or interests gained by any person under an emergency rule are protected from subsequent legislative amendment of that rule

Effective date determined by Section 58 of Article V of the Oklahoma Constitution
