Creates a parental short-term disability program within the State Employees Disability Program, effective November 1, 2016

Extends short-term disability benefits to state employees on parental leave under the federal Family and Medical Leave Act for the birth of a child or placement of a child for adoption or foster care

Requires the Director of the Office of Management and Enterprise Services to provide technical assistance for developing rules governing parental leave benefits

Benefits remain subject to applicable limitations, offsets, and reductions established by the Office of Management and Enterprise Services

Program continues to be funded through legislative appropriations with no employee contributions required
