Amends the Education Leadership Oklahoma program to provide teachers an up-front payment of half the National Board certification application fee (up to $1,300), with the remaining half paid upon successful certification completion

Removes the previous 100-applicant limit on program participation and eliminates the $500 scholarship for other certification expenses

Teachers who do not receive up-front payment but successfully complete National Board certification receive full reimbursement of the application processing charge and assessment fee

Provides a $5,000 annual bonus to teachers who attain National Board certification, paid by January 31 each year, for the duration of their certification while teaching full-time in Oklahoma public schools

Teachers who attained National Board certification after June 30, 2013 and were previously ineligible for the annual bonus become eligible for retroactive bonus payments under this act
