Creates the "Oklahoma Public and Private Facilities and Infrastructure Act" to establish a framework for public-private partnerships (P3s) allowing private entities to develop or operate qualifying public infrastructure projects including transportation, utilities, hospitals, schools, and public buildings

Requires governmental entities to adopt public guidelines before considering P3 proposals, including competitive bidding procedures, financial review criteria (cost-benefit analysis, opportunity cost assessment), and minimum 45-day public notice periods for competing proposals

Mandates comprehensive agreements between contracting entities and government that include performance bonds, liability insurance, project inspection rights, maintenance requirements, and policies for handling contractor defaults or agreement termination

Preserves existing eminent domain laws without granting new eminent domain powers to private contractors, and requires all roadway/highway projects to receive Governor approval

Establishes transparency requirements including public hearings at least 30 days before agreements, posting of proposals on government websites, and public access to procurement records (excluding trade secrets and proprietary financial information)
