Creates the "Oklahoma Science Education Act" requiring public school districts to encourage students to explore scientific questions, develop critical thinking skills, and respond respectfully to differences of opinion on controversial issues

Permits teachers to help students analyze, critique, and review the scientific strengths and weaknesses of existing scientific theories covered in their courses

Prohibits school administrators from preventing teachers from presenting scientific strengths and weaknesses of scientific theories in an objective manner

Explicitly states the act shall not be construed to promote religious or non-religious doctrine, or promote discrimination for or against any religious beliefs

Requires the State Department of Education to notify all school districts of the act's provisions by the start of the 2016-2017 school year, with an effective date of July 1, 2016
