Changes attendance in early childhood programs for 4-year-olds from an entitlement ("shall be entitled to") to a permissive option ("may attend"), while maintaining free attendance in the child's district of residence if facilities and personnel are available

Removes early childhood education programs from State Aid funding calculations by eliminating the requirement that children in these programs be included in average daily membership for State Aid purposes

Eliminates weighted pupil funding factors for early childhood programs, removing the 0.7 weight for half-day programs and the 1.3 weight for full-day programs from the Foundation Aid formula

Effective date of July 1, 2016, with an emergency clause for immediate implementation upon passage
