Amends Oklahoma law governing detachment of territory from municipal corporate limits, requiring petitions be signed by at least three-fourths (3/4) of registered voters and owners of at least three-fourths (3/4) in value of property to be detached

Requires written notice of detachment petitions be mailed by first class mail to owners of lots within the area to be detached and lots within 300 feet of the perimeter, at least 30 days after filing the signed petition

Extends the timeline for public hearings on detachment petitions from 10 days to 30 days following publication of the petition's sufficiency determination

Requires property owners in detached areas to immediately pay all special assessments on the property, whether currently due or due in subsequent years, if the governing body approves detachment

Effective date of November 1, 2016
