Allows hospitals within a county, adjacent counties, or counties and municipalities to jointly create public trusts and hospital districts for submitting tax questions to voters, with revenues dedicated to hospital financial support

Exempts agricultural, industrial, and certain other property types from any property-based taxes or assessments imposed under these hospital trusts

Requires each hospital trust to be governed by a board of at least 7 members, including county commissioners or designees, municipal chief executives or designees, and appointed laypersons from each district and municipality

Mandates Attorney General approval of trust form, filing with Secretary of State and court clerks, compliance with Oklahoma Open Meeting and Open Records Acts, and adherence to the Public Competitive Bidding Act of 1974

Requires annual balanced budgets submitted to legislative leadership and the Governor, plus annual financial audits by independent external agencies in a State Auditor-approved format
