Expands the handgun carry prohibition at sports venues from only "professional sporting events" to any "sporting event" at an arena or venue

Removes the requirement that government buildings be "for the purpose of conducting business with the public" to be gun-free zones, meaning all government-owned or leased structures are now prohibited carry locations

Prohibits property owners from banning concealed or unconcealed firearms on government-designated parks, recreational areas, and fairgrounds, except during authorized events lasting no more than 21 consecutive days

Changes the penalty for carrying a firearm on posted private property from a discretionary citation to a mandatory misdemeanor conviction with fine up to $250 if the person refuses to leave after police are summoned
