Amends Oklahoma certificate of need requirements for not-for-profit life care communities to explicitly require determination that a facility qualifies as a not-for-profit life care community under Section 4424 of Title 36

State Department of Health may approve initial certificate of need for nursing care beds not exceeding 20% of total units in the life care community

Initial certificate of need requires open admission for 50% of nursing care beds; remaining 50% have open admission only during the first 7 years following initial licensure

After the 7-year open admission period expires, 50% of nursing care beds may only admit individuals with written service agreements who have been residents for at least 30 days, or their qualifying family members

Effective date of November 1, 2016
