Amends 62 O.S. 2011, Section 34.95 to expand the duties of legislative appropriation committees regarding state agency oversight and performance evaluation

Requires each subcommittee of the Senate Appropriations Committee and House Appropriations and Budget Committee to establish budget performance measurements for every spending agency under its jurisdiction

Mandates all spending agencies, regardless of whether they receive state appropriations, to submit analysis reports as required by subcommittees to demonstrate whether they have met established performance measurements

Performance measurements must provide measurable data to allow the Legislature and Governor to determine if agencies are operating in the most cost-effective manner possible

Effective date of July 1, 2016, with an emergency clause allowing immediate effect upon passage and approval
