Expands Oklahoma Medicaid program to provide assistance to all eligible persons who apply, contingent on availability of federal matching funds under the Patient Protection and Affordable Care Act (P.L. 111-148) and the Health Care and Education Reconciliation Act of 2010 (P.L. 111-152)

Designates Oklahoma Health Care Authority as the lead agency responsible for implementing the Medicaid expansion program and authorizes it to seek assistance from state and federal agencies

Requires all state agencies and entities to provide assistance to the Oklahoma Health Care Authority upon request for program implementation

Directs the Legislature to annually appropriate sufficient funding to the Oklahoma Health Care Authority for implementing and operating the Medicaid expansion program

Requires the Oklahoma Health Care Authority Board to promulgate rules for implementing the act and declares the measure takes effect immediately upon passage and approval
