Removes the Wildlife Conservation Commission's authority to designate major river channels as restricted from commercial turtle harvesting, instead limiting restrictions only to scenic river areas and waters designated in Section 4-103A

Prohibits the Wildlife Conservation Commission from promulgating or enforcing any rule that would close commercial turtle harvesting to all waters in the state

Maintains existing requirements for commercial turtle harvesting including valid licenses, identification tags on traps, permission from pond owners or municipal authorities, and 48-hour trap maintenance

Violations carry fines of $100 to $500, up to 30 days county jail imprisonment, or both, with equipment subject to confiscation
