Amends 69 O.S. 2011, Section 1203 regarding land acquisition by the Oklahoma Department of Transportation for state highway purposes through purchase, donation, or condemnation

Limits liability of mortgagees and lien holders in condemnation cases where the final just compensation determination is less than the initial commissioners' award

Mortgagees and lien holders are only required to return to the condemning authority the difference between what they actually received and the final just compensation value, not amounts they never received

Property owners (mortgagors) remain liable to their mortgagees or lien holders for any excess amounts those parties must pay back to the condemning authority

Effective date of July 1, 2016, with emergency clause for immediate effect upon passage and approval
