Amends professional development program requirements for Oklahoma school districts to include safe relationship behavior education training at minimum once per academic year for all certified teachers and administrators.

Safe relationship behavior education must be medically accurate, age-appropriate, and include instruction on recognizing and preventing coercion, violence, emotional abuse, relationship communication skills, consent, and emotional health.

Allows Safe School Committees to study and make recommendations to school boards regarding development of safe relationship behavior programs and rape or sexual assault response programs at school sites.

Requires State Department of Education to develop model policies and training materials on bullying prevention for school districts and compile lists of research-based bullying prevention programs.

Bill becomes effective July 1, 2016, with emergency clause declared.
