SB 1388 Summary

• Transfers all rights, authorities, functions, duties, assets, and employees from the Scenic Rivers Commission to the Grand River Dam Authority, with the Commission terminating on July 1, 2016

• Authorizes the Grand River Dam Authority to set fees for flotation devices on scenic rivers, camping sites, and off-road vehicles; exempts adjacent landowners from these fees

• Grants the Authority power to issue Notices of Violation and administrative penalties ($100-$500) for violations of scenic river rules and regulations

• Modifies dual office holding exemptions to allow certain law enforcement officers of the Grand River Dam Authority to serve as part-time/seasonal rangers or peace officers

• Effective July 1, 2016, establishes public safety officers of the Grand River Dam Authority as a class under the Oklahoma Public Employees Retirement System with enhanced retirement benefits and 8% employee contributions
