Prohibits display of personal residential addresses on cosmetology and barber licenses issued on or after July 1, 2016.

Allows redaction of personal address information on existing valid licenses until they are renewed and no longer display the licensee's residential address.

Requires renewal applications to be submitted by the last day of the month in which the applicant's birthday falls, accompanied by appropriate fees.

Establishes late renewal provisions allowing applications within 5 years of expiration by paying regular fees plus a $10.00 late fee, with additional review hours required for licenses expired more than 5 years.

Declares an emergency effective upon passage and approval, with the act becoming effective July 1, 2016.
