Adds a new definition of "violent crime" referencing crimes listed in Section 571 of Title 57, plus negligent homicide and causing great bodily injury while driving under the influence

Replaces the previous reference to Section 142A-1 of Title 21 for violent crime definitions with a new self-contained definition within the statute

Declares an emergency, making the act effective immediately upon passage and approval
