SB 1398 Summary

• Creates the "Responsible Beverage Server and Sales Training Act" requiring mandatory training for employees who sell, serve, or manage alcoholic beverages in Oklahoma.

• Directs the Oklahoma Department of Mental Health and Substance Abuse Services to approve all training courses and materials and publicly post approved programs.

• Requires on-premises establishments to certify that all employees and managers have completed approved responsible beverage service training before obtaining or renewing alcoholic beverage licenses.

• Requires off-premises retailers and package stores to certify that all employees and managers have completed approved training as part of the license application or renewal process.

• Adds failure to complete required training as a ground for license revocation by the Alcoholic Beverage Laws Enforcement Commission; effective November 1, 2016.
