Removes obsolete language requiring library standards of the National Accreditation Council for Agencies Serving the Blind and Visually Handicapped to be followed for special library services

Updates State Use Committee membership language to reference the Director of the renamed division rather than "Director of Visual Services"

Effective date of July 1, 2016, with an emergency clause allowing immediate effect upon passage and approval
