SB1400 Summary

• Terminates the existing seven-member Oklahoma Aeronautics Commission on June 30, 2016, and replaces it with a nine-member commission effective July 1, 2016.

• The new commission consists of five lay persons representing congressional districts and four members with aeronautical industry experience, all appointed by the Governor with Senate advice and consent.

• Changes the Director appointment authority from the Commission to the Governor, with the Director removable by the Legislature via concurrent resolution; adds authority for the Director to retain legal counsel.

• Increases the quorum requirement from four to five members and establishes staggered initial terms: three members serve two years, three serve three years, and three serve four years; subsequent terms are four years.

• Declares an emergency effective upon passage and approval, allowing the act to take effect immediately.
