Modifies succession procedures for state officers (other than Governor) to designate 3-7 emergency interim successors by office title, with officers required to review and update designations to ensure current status.

Updates municipal vacancy provisions to allow vacancies on city and town governing bodies to be filled by remaining members or other available means if state law or municipal charter provides; otherwise Governor appoints temporarily until election.

Establishes special emergency judge designations for Supreme Court (3-7 judges per member), Court of Criminal Appeals (3-7 judges per member), and district courts, with Governor or acting Governor making temporary appointments until vacancies filled by election.

Renames legislative succession provisions as "Emergency Management Interim Legislative Operations Act" and allows Governor to declare act provisions in effect during natural or man-made disasters to ensure continuity of Legislature operations.

Requires Governor to call Legislature into session within 30 days of emergency or disaster inception; repeals sections 686.4, 686.5, 686.6, 686.7, 686.8, 686.9, 686.12, 686.13, and 686.14; effective November 1, 2016.
