Defines "oil and gas exploration and production activities" to include surveying, drilling, hydraulic fracturing, well operations, equipment transportation, and gathering system development, plus technological improvements and facility expansions.

Presumes oil and gas activities conducted on mineral leases or supporting land are reasonable and do not constitute a nuisance unless they have a substantial adverse effect on public health and safety.

Prohibits nuisance actions against oil and gas operators for facilities that have been in operation for 2 or more years prior to the action, with expansions and technology changes not resetting the operational date.

Requires defendants to recover all costs, expenses, and reasonable attorney fees in nuisance actions alleging oil and gas activities are a nuisance if the court finds the action to be frivolous under Oklahoma Statute Title 12, Section 2011.1.

Declares an emergency so the act takes effect immediately upon passage and approval.
