Amends 17 O.S. 2011, Section 801.2 to express the state's intent to increase energy independence by promoting domestic and renewable energy sources without relying on state tax credits and subsidies.

Establishes a natural gas energy standard of 75% of all installed electricity generation capacity within Oklahoma by 2020 to supplement renewable energy development.

Declares natural gas as the preferred fuel source for new fossil fuel electricity generating facilities built in the state from the effective date through January 1, 2020.

Allows electricity generating entities choosing fossil fuel sources other than natural gas to provide evidence to the Corporation Commission demonstrating their choice is in the best interest of the state's electric consumers.

Declares an emergency, making the act effective immediately upon passage and approval.
