Creates the Landowner Protection Act of 2016, requiring the Corporation Commission to implement by January 1, 2017 a petition system allowing landowners to prevent construction of wind energy facilities that may negatively affect their property

Directs the Commission to establish distance standards for determining which properties may be negatively affected by potential wind facilities, with standards potentially more stringent than existing setback requirements based on property type, nearby residents, or other factors

Requires the petition process to be accessible without legal counsel and easily available to the public

Authorizes the Commission to issue orders prohibiting wind facility developers from using affected sites when petitions are granted, with appeals available through district court

Exempts wind energy facilities already in operation or that commenced construction prior to January 1, 2017 from the new petition process
